That they dont work for you is simply because you're blacklisted. You or someone else who had your IP in the past got it blacklisted, and he doesn't have anything to automatically remove these blacklists, so create a ticket (don't forget to mention your IP) instead of whining in comments and it will be resolved! :P

That's odd and might be something else then ye, what does it give you when you try to connect? awaiting gamestate, connection or challenge or so? (which one of these)

Can you check if that IP gives you a ping reply (78.46.94.219) ? If it doesnt can you also try a traceroute ? (start > run > cmd > tracert 78.46.94.219) Sorry for the questions but I want to know why it doesnt work :P
e: btw just to exclude the firewall stuff, I assume that your uni has a totally different IP than you have at home right?
