To watch Urban Terror matches you need Urban Terror, which you can download here if you haven't got it :-

I'm not sure yet what broadcast servers will be used but I assume there will be one. To watch the match all you do is fire up Urban Terror, bring down the console by pressing ~ or ` and entering /connect ip:port (where ip:port is yet to be decided)
