not really, I have played much publics (like 2 years before I started playing competitive ET) And I really hate all those ppl who come to publics to cheat against those innocent ppl who don't even understand that someone is using hax against them. They are trying the game out and somebody using hax against them destroys their motivation and ET won't grow more popular because those "pub noobs" stop playing it. In clanwars ppl are looking for tough opponents so they are ready to face hax-like players.. Also clan players prolly know if someone is haxing against them..
eg. In pracs I'm just happy if someone is using hax against me because then we got at least some challenge. In offis I don't like playing against haxers, but still on publics I hate playing against haxers much more than that; and not because I would have problems owning them anyway although they hax, but it's a pity towards all the naabs that are interested in the game and would be competitive ET players in the future
